The objectives of such a structure are the elaboration of plans and tools to reduce the risks raised by the specificity of a large integrated project that can be listed hereafter:

• Use of resources (vs. planned activities)
  • to assess regulatory & contractual constraints, define planning, require reporting, carry out troubleshooting in case of conflict,…
  

• Communication overflows (high number of participants in a network, various communication channels: technical, financial,…)
  • to concentrate official communication flows upstream & downstream through the management structure and maintain clear communication routes for all kind of information (Internet Platform)
  

• Co-ordination of activities (various contributions: in time, in kind…)
  • to define consistent Implementation Plans while ensuring a high level of project progress reporting, set up Milestones reviews and track Deliverables.
  

• MOWGLY environment & decision-making process (EC Contract and expectations, Standards)
  • to set rules of participation in MOWGLY (Consortium Agreement, Quality procedures), communicate about EC Contract requirements, assign high-qualified managers leading MOWGLY main work packages.
